Change RA Restrictions
Currently, RA is restricted to level 20 players only. PvP or PvE
Why is that limit imposed? How come level 19 players cant play.
A level 20 player, missing both 15 attributes quests, with starter armor or no armor, and an empty skill bar at all can play RA
but a level 19 with both attribute quests, max runed armor, cant.
the lvl 19 is obviously stronger.
i think if they are going to put a restriction, they should put more than just level. otherwise, drop the level restriction.

The level restriction is to ensure random low levels don't come through and somewhat screw the team over. A team with a level 8 is essentially playing with 3 people. Sure, there may be the case of a well equipped level 19 as you mentioned, but levels 1-19 are meant to be tutorial levels. Surely you can be bothered leveling up one more time if you really want to play.

If you want to play PvP at a lower level, play in the level 10 or 15 arenas. Never tried, but I don't think you can get access to AB, FA, or JQ before level 20, but if you can, play there. It isn't hard to reach level 20, and if you don't want to play PvE to do it, then you should have made a PvP character that starts at level 20.

Better option, ban players without armor, skills equipped, weapons and insufficient skill points from the arena IN ADDITION to <20 players.

They'd be better off re-opening the closed off arenas scattered across PvE land. It was a bad idea anyways to close off those areas. Why keep Ascalon and Shiverpeak arenas open in prophecies but close the rest?

Being at a lower level puts you at a disadvantage: You'll take more damage while dealing less. In the interest of fairness, the level 20 restriction is actually a good one.

Just throw in the Journey to the North buff (or watever it is), and make all characters with no armor automatically recieve max armor for them. That way it actually wont matter as much. Make all weapons max for a non level 20, with a req of 9. (But only for level 20's so those with a r7,15al shield dont lose the benefits.
OR just make a friggen pvp character. If your not level 20 you wont have anything for your epeen worth bringing into RA. You can make a stronger, better equiped character for virtually no effort and theyll have access to the same skills you do.

yeah personally i want more restrictions.
it peeves me when i see someone running around in RA with the oldschool festival hats (aka 0 armor).

That's going to be the problem with Random Arenas, people are random.
I wouldn't mind having an max attribute point requirement in order to pvp, just as long as players know where to get the quests.

If you want to feel special by not being lvl 20 in a PvP arena then go to HA. I don't know why anyone would think it would be a good idea to allow low lvls into a 4v4 random format...

I remember when the level 20 restriction wasn't in place. It worked pretty much like teams that didn't have a Monk, they'd leave straightaway if they saw a low-level character, except they would first flame the shit out of said low-level. Now with the /report system, I wouldn't be surprised if people would abuse that to punish those characters.
Furthermore, people with full level 20 parties would have an unfair advantage over teams with weaker levels, which means you could just keep re-entering till you got a full lvl 20 team then get a certain winning streak until you met another level 20 team. It would make getting the gladiator title slightly easier.
These scenarios don't seem attractive to me, so I'm going for /notsigned.

with pvp characters at level 20 automatically, this is a moot point. i also don't want your pve character on my team when it doesn't have ALL the skills for a build that works well so you end up ditching like three of the skills because you think they will do OK with the good build. They won't. This is like this for a reason and you should think before you post. another issue: most pve only characters, the player is more interested in spending their gold on high end armor and weapons and not skills. opening this up to monks who think orison of healing is a good idea and bringing resurrect, "will really help out the team!" need to stay in pve because they don't grasp the fundamentals of pvp yet. They will learn. Also, most people in pve that havent got their character to level 20 also haven't spent the money to properly outfit their characters.

What he means is:
If A-net is going to restrict RA so that only lvl 20's can go in,then keep the new people out by restricting attributes too. He means that buy restricting lvl 20s and not attributes,they are basicly doing the same as letting lvl 19s in.

If anything, RA needs more restrictions.- You must have 200 total attribute points.
- You must have max armor.
And I almost want to say, "Your weapons must deal maximum damage."
The level requirement in place now is worth it, because I'd rather have the level 20 with only 170 attributes than potentially getting someone who's level five or seven. Changing the requirement to be having 200 attribute points would also be forcing you to be level 20, but also necessitate that you have done all of your attribute quests, if you're playing a PvE character.
